There is a tendency amongst Irish folk to allow people away with things - from the cool kid bullies we encounter as teenagers (some of whom never change) to the bullies in the higher echelons of the government who abuse their power. As a people we are unwilling or unable to hold responsible parties to account. Eventually, exasperated, one must join the masses in apathy, or leave the country. In general, people only take up opposition to what they disagree with when driven to do so by external factors - however, here we have barely stirred even while some of the most compelling economic forces have been visited upon us by the profligacy of our government(s) and their charges.
